ELC Lead.

• Monitor and where necessary enforce compliance with the Contractor Implementation Plans (CIP) • Review CIP and other pre and post award deliverable for suitability to ensure that the ELC impact mitigations can be implemented effectively by the contractor • Lead investigation of ELC Incidents and report those incidents as per the ELC management system • Maintain other aspects of the management system including but not limited to corrective actions databases, incident management tools and audit schedules. • Produce reports as necessary to inform stakeholders of ELC implementation status for relevant contractors and scopes of work • Liaise with Contractors to increase their awareness of ELC Process, Impacts and Mitigations and to assist with the production of contractor deliverable as necessary • Promote and enforce the project & RoK Environmental Standards / Requirements Develop and deliver ELC training programmes as necessary to both Company and Contractors.

• Present in field ~70% of the time • Attend daily contractor tool box meetings • Responsible for completing environmental inspections of contractors to ensure project requirements are implemented • Attendance at construction meetings where required to ensure environmental considerations are addressed • Completing environmental inspection reports and inputting findings into project databases • Assisting contractors on site to meet best practice environmental management • Providing training/toolbox talks to contractors on site to assist in meeting best practice environmental management • Contribute to incident and nonconformance investigations and the preparation of reports • Responsible for verifying the closure of contractor non conformances • Overseeing Contractor monthly environmental reports • Implementation of Company Reclamation Plans and tracking soil movements • Oversight of Contractor top / sub soil management • Review and approval of Contractor pre construction environmental surveys • Spill management, response and reporting • Coordination of management/disposal of contaminated soil & groundwater • Oversight of Contractors potable water safety • Wastewater issue resolution on worksites • Oversight and monitoring of waste management practices and collection on the worksite • Coordination of waste transfers to third parties • Oversight of Contractor concrete waste management • Company oversight of monitoring/management of cultural heritage fences/signs (within or in near work vicinity) • Ensuring Contractors are compling with Cultural Heritage protective measures (Excavation Permit, cultural heritage map in place, oversight during excavation etc.) • Verification Contractors are meeting Environmental Protection Chapter (EPC) and Emission Permit requirements/conditions • Company inspection of storage containers/hazardous chemical management • Company checks on transportation of dangerous substances • Company review of Contractor pest control programmes • Construction programme tracking (for future potential envmental issues) • Participate and support emergency response drills • Build strong positive relationships with Contractor representatives in order to influence actions. • Supporting International Finance Lender audits • Demonstrate Environmental leadership • Liaison with construction team to communicate Contractor environmental performance • Liaison with ELC Core team • Other duties as defined by the HES Supervisor

Ensuring compliance with the Company’s Procedures and Policies in accordance with the requirements of the ISM Code and ISO 9001-2008 ISO 14001:2004 ISO18001:2007 Standards. Monitoring and enforcing the application of the Company’s Policies, the Health, Safety and Environmental Policy and Drug and Alcohol Policy and to report to the QHSE Manager of any noted deviations from them. Identifying and implementing where applicable all current RoK regulations relative to the safe operation of the technique, transports, different electrical equipments and other infrastructure of Contactors under COSMI Kazakhstan Management in Bautino Base. Carrying out inspections, presentations and audits on all transports and equipments as per annual QHSE schedule and the closing out of identified non-conformances. Inspection, control in the day to day operations on jetty area as loading of different cargo, certified/uncertified different size containers, chemical substances to vessel or from vessel to truck, pipe yard area operations loading/unloading of different size pipes, warehouse operations material movement from one to second warehouses. Assisting with the investigation of any accidents and/or dangerous occurrences and drawing up recommendations to minimise re-occurrence. Participating in the S.A.F.E-R Card program and stopping and reporting any unsafe acts, but also reporting on good safe working practices observed. Translating and assisting to make revision of the QHSE Department manuals, instructions and procedures. Ensuring that all mandatory procedures i.e. Tool box talks, Risk assessments, permits to work, hot work permits etc., are used effectively and filed for audit purposes. Administrating of company employees trainings.

• Preparation and implementation of Company Health and Safety policies. • Establish and monitor programs for detecting and correcting hazardous conditions. • Participate as required in investigation of accident, near missed and hazardous conditions. Prepare reports and recommend actions to prevent recurrence. • To arrange Safety, Health and Environment training course as and when required. • Prepare safety procedures and plans for client and company operations and amend existing procedures as dictated by client and company requirements. Identify other areas that merit the production of Safety, Health and Environment Procedures/ Plans and prepare same. • Co-ordinate the development of emergency exercise and assists in running them Proficiency and Responsibility • Provide safety support and direction to all Supervisors. • Translation of electrical and mechanical Works Method Statements • Preparing of As-build documents by the completed scope of works • To revise HSE Department manuals, instructions and procedures and translating for three languages (English, Russian and Kazakh). • Coordinate Permit to Work & Risk Assessments • Daily site inspection.
