Pipelines Operations Team Lead (Rotation 28x28)
 Establish and manage safe and efficient Pipeline Operations to be prepared and ready for a successful commissioning, start-up and operations of the pipeline.  Direct response on Pipeline breakdown and assist with the diagnosis and resolution of observed problems in the managed contracts.  Define and manage the business processes of Pipelines and HSES processes for sustainable, reliable and effective operations of Pipeline Assets in compliance with all RF requirements, laws and regulations.  Manage Pipelines Operations and Maintenance Annual budget – 15.000.000 USD estimated.  Manage personnel: Direct Reports: 25 Russians and expatriates of Pipeline Operations Personnel and Indirect reports: approx 50 Contractors and site staff, with additional staff called on as needed to manage major repairs.  Lead the operations staff to develop safety culture using HSES tools provided by the Company. Ensure that staff recognizes safety and environmental compliance as a key component of all work processes.  Manage essential HSE elements for the Pipeline Ops Work Group including: HSE cases (Industrial Safety declaration); Permit to Work System; Operational Environmental / Sanitary Monitoring systems; Chemicals Management system; Waste Management System; Oil Spill Response Planning; Emergency Response and Medical Emergency Response Plans.  Develop and manage Pipeline Maintenance Contracts in consultation with Central Operations & Maintenance group. Pre Start-up accountability:  Manage Operations and Maintenance support and input to the Commissioning and Start-Up Group to steer the Project group, with respect to detailed engineering, construction, and commissioning.  Provide leadership for work group and operations, ensuring the team meets the required level of operational and Emergency Response capabilities.  Define, establish and manage the maintenance work plans to efficiently maintain Company pipeline assets.  Manage close cooperation with the Commissioning and Start-Up Group and the Upstream Operations Group for the successful commissioning and start up of the Company Pipelines Assets (Pipelines, Shelters, Block Valve Stations, Pig Traps and Pipeline Maintenance Depots).  Manage PTW (Permit To Work) activity. Review, check and approve PTW for construction, commissioning, pre Start-Up and operations permits. Identify additional hazards and safety control measures for PTW activity. Coordinate activity of PAs (performance Authority), AAs (Approving Authority), IAs (Isolation Authority) and PTW Coordinators on site. Manage CSE (Confined Space Entry) as a part of construction, commissioning, pre Start-Up and operations activity. Post Start-up accountability:  Manage day-to-day operation of the Pipeline facilities (Pipelines, Shelters, Block Valve Stations, Pig Traps and Pipeline Maintenance Depots).  Provide ER response leadership and coordination on site. Works closely with the Company Emergency Coordination Team to manage response in assigned areas.  Provide leadership in safety, environment and reliability.  Manage PTW (Permit To Work) activity. Review, check and approve PTW for post Start-Up operations permits. Identify additional hazards and safety control measures for PTW activity. Coordinate activity of PAs (performance Authority), AAs (Approving Authority), IAs (Isolation Authority) and PTW Coordinators on site. Manage CSE (Confined Space Entry) as a part of post Start-Up operations activity.  Manage profitability and production by ensuring of: a) high management availability; b) effective management of assets; c) ensures Operations personnel are properly trained; d) operational procedures are in place; e) Operations and Maintenance budget is expended appropriately.  Manage technical and engineering integrity of the Company Pipelines Assets.  Manage support for the corporate position on health, safety, sustainable development, diversity and respectful workplace.  Conduct, monitor, analyze and control Site Project Annual Audit for all topic areas (company assets, budget etc) covering all PMDs.  Evaluate potential Russian and local service providers to manage PMDs activity from technical and contractual points of view. Support operations with recruitment of operations phase service contractors.  Participation in Agreements’ execution process (Tender Board Approval, Pre-Qualification process, Contract Award, Contract mobilization / transition). Develop incentive programs for contractors’ agreements.  Develop, Implement and Control of work process system and reporting system for direct reporting and contractors’ personnel.  Management of the Project Administration Liaison (RF Technical Nadzor, RF Emergency committee, Labor Expertise, Migration Service, Police Department, Sanitary Department, Local administration, Fire and Emergency Department etc).  Interface with contractors, subcontractors and others on sharing of Pipeline Operations and Maintenance activity.  Specify, Establish and Control process of managing Company Budget for Pipelines Assets: develop and review budget and provide basis for 2009-2015 costs.  Establish and Control of Project Safety and Security Rules and Stewardship on Pipelines. Organize Lead and Control HSES inspections of the Pipelines.  Manage safety performance, procedures, incidents, near misses and other issues.  Manage Accident/incident Investigations for Project Remote sites. Provide professional advice to serious accident/incident investigations. Review accident/incident reports on behalf of the Operations Management.  Manage HSES assessment and monitor contractors’ performance.  Manage Project/Operations contractors' performance in compliance with the executed agreements: Catering, Transportation, Security, Medical, Warehousing and Maintenance, Oil Spill Response and Waste Disposal services. Finance and Technical Contract supervision. Oversee/review/control Contractors’ management supervision.
