Recruitment and competency of HES personnel within the area of functional responsibility - Full implementation of HES Execution Plan and associated plans, standards, procedures and requirements - Communicate, monitor, review, verify, audit and continuously improve CHESM system - Support and communicate directly with Company on HES issues - Provide advice and specialist HES experience, knowledge and action - Liaise with Company and other Contractors on specific HES matters - Provide, communicate and interpret HES Applicable requirements and information at work sites - Training and mentoring HES Leads and HES Supervisors. - Carries out the control overrules and norms of a labor safety and safety precautions in organization. - Development of documentation in terms of labor protection requirements. - Together with other departments develop plans, programs to improve labor conditions and protection, prevention of occupational injuries, occupational diseases, diseases caused onsite - Advising managers of the subcontractors on labor protection issues. - Co-ordinate the implementation and management of the HES program. - Co-ordinate the HES committees. - Identify HES needs including the analysis of audit trends and incident and injury data applicable at work - Coordinate and participate in HES audits, incident investigations and work area and facility safety reviews - Maintain and make available to Company a database of unsafe conditions and hazards identified at the work area and corresponding mitigation actions tracked to closure - Organization of investigation of accidents at work; registration and storage of documents related to the requirements of labor protection (acts and other documents for investigating accidents at work, protocols for measuring the parameters of hazardous and harmful production factors, estimating equipment for the factor of trauma safety, materials for attestation of work places for working conditions, certification of labor protection and etc.), in accordance with the established deadlines. - Co-ordinate the thorough investigation of all reportable incidents - Maintain HES training records updated and available at work areas - Maintain and make available to Company, Contractor HES KPIs, leading and lagging indicators - Communicate, encourage and reinforce the authority to Stop the work

- Liaise with Company Field HES Team Lead on HES related matters - HES Leads work as deputy HSE manager and environmental engineer for their respective areas. - Assist in the development and reinforce the expectations of Journey Mgmt. plans and Site-Specific Traffic Plans. - Control of compliance with the requirements of laws and other regulatory legal acts on HSE of the Republic of Kazakhstan; provision and proper application of means of individual and collective protection; timely conduct of all types of briefing on labor protection; organization of storage, issuance, special. clothes, specials. footwear and other means of individual and collective protection; sanitary and hygienic condition of production and auxiliary premises; organization of jobs in accordance with the requirements of labor protection. - Organization, methodical management of the certification of workplaces for working conditions, certification of work on labor protection and control over their conduct. - Assisting the heads of departments in compiling lists of professions and positions, according to which workers must undergo mandatory preliminary and periodic medical examinations. - Preparation of Republic of Kazakhstan reports according to the approved forms - Assists HES Manager to ensure adequate HES coverage over the construction site activities. - Manage contractor and sub-contractor HES performance by conducting field verifications and audits to ensure work is executed per Company requirements - Advising project and site personnel ofthe requirements oflegislation, guidelines, Codes of Practice, Standards, JSA’s and Work Method statements relevant to the workplace. - Ensuring that HES Plan requirements and agreed safety processes, policies and procedures are consistently and comprehensively deployed on Site by employees and Subcontractors respectively. - Ensuring Subcontractors follow Company HES standards and requirements on site. - Coordinating the workplace inspection program and assisting with regular internal HSE audits of the system and / or associated processes, procedures and work practices; - Ensuring all project activities are carried out safely and guiding site supervision on the day to day safety issues. - Participating and planning of Emergency Response Drills, ensuring Emergency Preparedness at the work locations. - Coordinating and scheduling of HSE review activities. - Assisting in the investigation and reporting of incidents on Site. - Oversee data collection and preservation following a near-miss or incident - Attending HSE meetings with Company. - Reporting HSE activities and all information requested by Company - Promoting and encouraging a high level of environmental awareness on the project. - Conduct unscheduled and scheduled inspections of work areas. - Attend toolbox meetings. - Display and disseminate safety material suitable for toolbox topics. - Encourage hazard identification and reporting by all site personnel. - Provide advice and specialist HES experience, knowledge and action; - Provide, communicate and interpret HES Applicable Requirements and information at the Work Areas; - Communicate, encourage and reinforce the authority to stop Work

- Development of HSE documentation according to ROK and international requirements. - Daily filling HES report CHESM associated part - Participate in CHESM activities (Field Verifications & Performance Reviews), enter key KPIs in CHESM IT Tool) and act as main point of contact for CHESM related activities - Conduct desk-top evaluations of subcontractor’s prequalification questionnaires and supporting documentation as per schedule - Conduct site audits at the subcontractor’s facilities (nationally) to verify CHESM QQ submissions. - Provide contracts department an accurate evaluation of subcontractor’s ability to meet FGP HES Standards as outlined in the HES exhibit and other project requirements - Manage Project SSE Program - Prepare and di Mitigation Plans based on gaps identified during the CHESM process to Sub contractor via contracts department - Attend CHESM Pre-job kick off meetings prior to Contractor’s & Subcontractor mobilization to site - Conducting Subcontractors prequalification procedure as per schedule - Track Subcontractors maintain the correct level of management and supervision on site and shall forward the organization charts for approval before working on site. - Assuring that subcontractor’ provide sufficient documents on employee’s accordance with the specific HSE requirements. - Coordinating the collection, recording and analysis of HSE data. - Recordkeeping and analysis of the condition and causes of occupational injuries, occupational diseases and diseases caused by production factors. - Manage the safety records and documentation. - Maintain and make available to Company a database of unsafe conditions and hazards identified at the Work Area and the corresponding mitigation actions tracked to closure; - Track closure of HES hazards mitigation actions including those from incident investigations, verifications, audits and inspections; - Maintain and make available to Company, Contractor Project HES KPI’s, leading and lagging indicators.

- Participate in any investigations relating to safety issues. - Inform personnel in the area of HES issues. - Attend meetings of the Projects’ HES Committee and consult with the Construction Manager on HES issues. - Attend Project HES Committee meetings. - Assist and / or represent employees in meetings dealing with safety issues. - Undertake regular inspections of the work area with the area Construction Superintendent. - Contribute to accident/incident investigations and the preparation of reports. - Pro-actively advise on environmental, occupational health and safety aspects during the planning of all Work activities; - Lead systematic workplace verification inspections and participate in management audits - Proactively close out action items identified to address unsafe conditions, hazards and findings generated during audits, inspections, and incident investigations; and - Exercise SWA when identifying unsafe conditions, behaviors and/or questionable HES performance in the field. - Coaching and mentoring HES Inspectors onsite - Support the development of JSA onsite to Work Responsible Persons - Ensuring and monitoring the requirements for PPE, lifting operations, and working at heights, using power tools, hazardous material storage and use etc. on project. - Ensuring HSE information is systematically disseminated to all personnel.
