Develop cost estimate in accodance with ROK requirements

Control and monitor the development of Estimates and provide supports for projects from Feasibility to Execute Phases. Brownfield Projects ranging from O&G applications to national SIP’s. Responsible for preparing client estimates (Type1-Type3) from conceptual / FEED Engineering packages. Create the Cost detail estimates in accordance with Kazakhstan rules based on the resource method to support Social and Infrastructure projects. Responsible for preparing coordinating and producing reimbursable / lump sum turnkey estimates (Type4) including Professional Services Estimates (from clients Basic Engineering / invitation to tender packages). Develop and manage effective interfaces between cost estimating and functional areas of cost control, planning, project management, engineering, procurement and construction, as NCOC and ESC contractor also, to enable effective project delivery. Review and monitoring the submitted estimates by EPC contractor to ensure that estimates are developed with agreed guidelines and procedures. Development and Implementation of Cost Estimating Procedures and comprehensive database / libraries of unit rates/ costs/ Location factors etc. Develop and maintain a database of cost estimates, norms and estimates-versus-actual cost comparisons

Develop Estimates (Type1-Type3) and provide supporting for different projects from Feasibility to Execute Phases. Projects ranging from O&G applications to national SIP’s. As a member of project control team, I have an experience in all areas of project controls and integration of different projects, Estimating and Cost Control, Change Control (management of changes (MOC)) and reporting set up, among others. I am keen to further my professional development in O&G large scale projects. Working in the EPC, Lump Sum has a client’s side perspective and has helped to develop a broad understanding of the commercial and technical management of large projects from an early stage. Provide support to SIPs to develop cost estimates in accordance with RoK norms (basis index method)

Prepared Company estimate in accordance with RoK norms and standards (SNIP, GOSTs etc), adopted their to NCPOC standards. Take part from identify till execute of SIPs. Analyse SIP for risks and sustainable development of the project. Developing standard cost estimate templates for external consultants and contractors. Review and endorse main contractor’s estimates, benchmark analysis. Develop cost codes in line with CBS. Developed ITT package for issue to potential bidders, package was included scope of work, MTO, Project execution plan, contract strategy etc. Supporting Project with Value Engineering analysis by providing required cost data.

Managing the preparation of Cost estimate in accordance with Republic of Kazakhstan (RoK) norms and standards, adapted / harmonised to AKCO standards. Develop rates for construction recording the norms within an RoK Construction database (circa 1991 / 2001). This data was then , converted to current year costs. Prepare Tender package for Bidders (SoW, contract strategy, requisition form for tender, Bidder’s list). Took part in technical evaluation of contractors’ proposals and also reviewed Design Estimate Documentation (DED). Supported local/regional Contracting Engineering companies to provide good quality DED input information. Ensured post-contract cost variances and change control processes are managed effectively. Ensure SIP team to get right initial data for Design development from Akimat (customer of SIP and local authorities). Prepared invitation to tender packages, performed contractual and commercial evaluations supported Contracts & Procurement. Prepared and obtained approval for Contract Board Submission relevant to new contracts and extension of existing contracts. Evaluated variation orders, managed contractual amendments, correspondence, notices and certificates required by the contract terms. Name of the Projects: Kindergartens in Atyrau and Mangystau regions, Schools for 1200 students in Mangystau region, Hospitals, Electrical facilities in Atyrau, water and gas supply facilities in broth region, Boarding school, Apartment houses in Aktau and Atyrau, Weding Palace in Aktau, etc

Developed Cost Estimate (Local Estimates for civil, process, E&I, steel etc. works, preparing Estimate Summary Cost estimate) in accordance with Republic of Kazakhstan (RoK) norms (SNIP, GOSTs etc) Calculated and controlled of construction materials expenses. Duties included, site measurement; working according with RoK legislation. Material take offs; quantities on civil work, steelwork and pipe works, E&I works. Developed rates for construction and inputted the rates (norms) to Kazakhstan construction database as of 1984, 1991 years.
