Lead project engineer - Project management office
Some part of AOR: Pre-Feasibility Study: - interaction with the plant in action (Department of Automation&IT, all technological services); - cooperation with the parent company; - compilation of project design basis (PCS, DCS, LCS, IT & etc.); - agreement of engineering solutions; - acceptance of the final PFS-report. Feasibility Study and Bankable FS: - compilation of Technical specifications for execution of works (FS and BFS) and initial specified criterions; - adjustment of project design basis; - approval of plant layout, process flow diagrams, P&ID; - approval of selected and specified equipment and control systems (SW, HW, networks) required for project operation and integration into the plant in action; - approval and tracking the project schedule FEL3; - support of adaptation of the FS development to the normative-technical documents of Kazakhstan; - acceptance technical documentation; - support of Government Expertize of FS-project. Execution Study: I. Detailed engineering: - compilation of final technical specifications for execution of works and specified criterions; - agreement and approval all solutions (PFD, P&ID, eqpt, control systems); - agreement of EPC terms; - agreement and approval lists of TDP and MDP; - formation of test procedures for control systems; - formulation Client's project team solutions to improvement process; - tracking the Engineering schedule; - daily status of engineering. II. Construction - participation in factory acceptance tests of control systems; - technical, custom, logistic support of EPC (PCS, DCS, LCS, IT & etc.); - participation in meetings at construction site; - controlling and management of the project terms in the part “PCS, DCS, LCS & IT”, ensuring timely completion; - interaction with the plant staff, monitoring and correction of the progress of work with the adoption of measures for the mutual coordination of the work of all subcontractors in the part of “PCS, DCS, LCS & IT”; - participation in installation, commissioning, dry run tests and other tests of “PCS, DCS, LCS & IT” at site.

Some part of AOR: Feasibility Study and Financial FS: - participation in correcting of FS-project and FFS; - support of Government Expertizes of FS and FFS projects. - annual work planning including next studies; - forming of technical policy. Execution Study: - development of technical specification for the Technological and Ballistic Equipment (TBE) for ammunition production; - compilation of technical requirements for construction engineering. Close cooperation with construction designer’s team during the 5 months; - negotiation with potential TBE suppliers (New Lachaussee S.A. - Belgium, Nobag AG - Switzerland, Magnum Integrated Technology Inc. - Canada); - participation in tender committee – lot numbers are Construction designer, TBE, General Contractor; - providing the conclusions based on all technical and commercial proposals; - synergy with Kazakhstan government bodies on the issues of tender procedures and contracts execution (Military counter-intelligence, Ministry of Defense – Military-Technical Policy Department, Main Ammunition Office of MoD, Ministry of Defense and Aerospace Indusrty - MDAI); - participation in formation of the TBE contract; - single-point contact person with Canadian supplier for execution TBE contract, daily cooperation with TBE supplier for solving working issues; - development of plant’s schedule of positions and salaries (2 revisions – 2016, 2017 till nowadays); - arranging interviews for hiring procedures (preproduction issues, exclude administrative personnel); - management the personnel with daily job order (senior managers – 2, workshop & process engineers – 29, testing laboratory – 3, technicians – 3, mechanics – 5). Development job descriptions for workshop, ballistic laboratory, process division; - support of Government Expertize of construction documents; - agreement, approval, correcting and tracking the Master Schedule of TBE contract execution; - formulation of all additional specific requirements for design of TBE; - building relationships with foreign military-industrial complex (MKEK, Serbia MoD, Prvi Partizan, Barnaul Ammo, Novosibirsk Ammo, Milan Blagojevic-Namenska, UNIS Ginex, Vasini, Prototypa, Norinco, Sako, Remington Arms, Henkel Canada/Russia, Fuchs USA, Kayalar Copper, Valjaonica bakra Sevojno AD, Chemsol, Hernon, Gulf, Stiletto System Ltd, Sellier&Bellot, Gala Precision Engineering PVT, Welmech Engineering, Patson, Rockwell Automation, DSV Logistics and etc.); - participation in correction and agreement of revisions for ammo engineering drawings; - participation in correction and approval of technical submission package (workshop layout, foundation layout, ballistic laboratory layout, utility take over point layout, PFD, P&ID, individual eqpt layout, electrical layout, list of input raw material and consumables and etc.); - development and approval procedures for factory inspection tests, dry run tests at site, individual run tests with materials at site, commissioning; - inspection of TBE in Canada and Czech Republic (head of Client’s side), signing of acts, development inspection reports; - daily controlling of construction and assembly works (staff rooms, power supply, foundation works, compressed air station, nitrogen station, environmentally controlled rooms for explosives, in-plant process pipelines, control system for workshop’s roof light, conductive floor, safety systems, arms room, mean lines of fire, laboratory and etc.); - logistics and custom support of TBE deliveries at site. Optimization of project budget (reduce customs payments) using prelim decision procedures – all TBE were split into two custom HS codes, i.e. more than 200 purchased TBE positions from the point of customs view were turned into 2 positions. I’m sure that great work was done by my team under the strict instructions of the Central custom office of the Ministry of finance of Kazakhstan, which saved significant project funds; - controlling and coordination pre-installation readiness at site (workshop, ballistic laboratory, material stores, finished goods stock location, supplier office); - management the TBE installation at site (more than 200 TBE units, including 7 oversize presses), leading of daily meetings at site; - raw material suppliers searching, selecting and negotiation with them product procurement agreements - PPA (cartridge copper alloys, alloy steel, reference ammunition, lead wire, propellant explosive, case primers, sealant, varnish, corn cob, compounds and other chemical, coolant, lubrication oils and etc.); - procurement activities of input raw material and consumables for starting-up of the TBE and full-scale tests at site; - administer PPAs, including production schedules, acceptance procedures, business trip schedules, payment, delivery schedules, custom support, technical documents for the goods; - controlling the cost of production (CoP), options to reduce the CoP, process optimization; - cooperation with the MDAI to make advances for getting the Defense Procurement in 2019 (agreement the ammo combat characteristics, package solutions, preliminary volume of order, acceptance procedures for ammo, production time); - training in work with explosives and ballistic equipment, (I have ballistic barrels skills and the permit-to-work with explosives); - participation in starting-up and adjustment of the TBE (Cup manufacturing and Pistol lines); - providing weekly progress report for Ministry of defense and aerospace industry.

Principal project engineer – R&D Department
- observance the International agreement singed by the Governments of Russia and Kazakhstan in order to create a Space Complex “Bayterek” at the Baikonur Cosmodrome; - development of technical specification for the Process Control Systems of the space complex equipment; - acceptance the section “Process Control Systems for the space complex equipment” of technical design. Development of comments and providing it to the Main Design Office of the Russian Federal Space Agency in order to fix them. Also developmpent of suggestions for harmonization our revisions with general project documentation; - performance of scientific work for Kazakhstan’s Space Agency “Aerospace Systems Commissioning” based on Russian confidential legal requirements; - participation in AMOS-4 Lunch Program at the Baikonur Cosmodrome (all stages of the process schedule for the preparation and “ZENIT” rocket lunch – during 3 months, our team were allowed to the Russian tech-space-docs); - visiting Russia (Samara State Aerospace University) for the passage of the accelerated master degree’s program, direction – Hydraulics, hydraulic drive and pneumatic control, the Diploma of Excellence; - participation in reconnaissance investigations in the project – “The rocket stages impact areas”. There were 3 flying missions to the three Kazakhstan regions (Kyzylorda, Karagandy and Eastern) during the 2010-2012; - administer contracts with subjects “The rocket stages impact areas and Environmental security” for forming a part of technical policy. Acceptance all works from 10 subcontractors (29 contracts); - cooperation with the main designer of “Angara” rocket – Khrunichev state research and production space center; - cooperation with the Lunch Services Operators of Proton and Zenit Rockets. Define and agreement Kazakhstan’s share of lunch services with changing org. and financial cost structures for the lunch these rockets; - participation in joint team (Russia-Kazakhstan space agencies) as a secretary; - participation in development research opinions for the Kazakhstan government bodies.
