Regional Director in South Caucasus
Donor: Belgian government As Regional Director I had primary responsibility to set up programs in Georgia Tbilisi Administrated Territory and Abkhazia, Azerbaijan and Armenia; plan and conduct exploration missions to Azerbaijan and Armenia, recruit international and national field staff, organize training and induction of field staff, give leadership and guidance to all national and international staff of operations in the South Caucasus aimed at protection of civilians in armed conflicts. My task was through low-key diplomatic efforts as well as via traditional means to lobby for the conflict transformation towards the reduced violence and less insecurity for the population of the conflict affected areas. This involved a lot of liaison and contacts with primary conflict actors, including state government officials as well as de facto government people.

Be in charge of high-level advocacy activities with politicians in the central Government and the parliament, as well as on the regional level. I was in charge of developing a positive image of the program and organization among main stakeholders, including the host Government, target population groups, international community, donors and local civil society organizations. This was to be achieved through the development and implementation of a proactive communication strategy with the local mass media in North and south of Kyrgyzstan. I developed and maintained close ties with authorities at all levels and engaged in a dialogue with them to identify the potential sources of social conflict. My responsibility included working with politicians in the Parliament, Office of the President and opposition parties (24 parties) in order to develop suggestions and advice on mitigation of future conflicts (priority – interethnic relations) and resolution of current tensions. My role also was to engage in negotiations and meetings on behalf of International Alert at different levels. I was in charge of fundraising and program development, staff recruitment (24 people) and teambuilding, registration of the regional representative office, establishing offices in Bishkek and Osh, putting in place procedures related to financial management in line with DRC policy. Abkhazia Program Manager
.Donors: ECHO, UNHCR, DANIDA In close collaboration with UN mission in Georgia and UNHCR office in Abkhazia I established from scratch a DRC program in Abkhazia, which formed a consortium with UNHCR and NRC aiming to protect Georgian returnees in Gali region of Abkhazia and IDPs in Mengrelian part of Tbilisi administered territory of Georgia. After setting up 2 offices (recruitment and supervision of 35 staff, putting administrative systems in place) and in coordination with the HQ in Copenhagen I headed the implementation of a community mobilization and development project and a micro-financing project as well as was engaged in fundraising with donors in Tbilisi. I designed and implemented a Poverty Survey to identify entry-level indicators for the micro-lending activities. Later in collaboration with ECHO I supervised implementation of a Shelter survey based on which an emergency shelter rehabilitation project was started. I worked closely with the international NGO community in Abkhazia and with the de facto Ministry of Foreign Affairs. My responsibility included implementation of DRC security plan (area was under UN security phase 4).

Emergency food aid program manager
Donors: UN WFP, DANIDA I managed all aspects of a $1 million food aid program for the IDPs and other conflict affected population groups in Jebel Mara area of South Darfur province. With the funding and on behalf of UN WFP I supervised the delivery and distribution of relief food rations to 30 000 beneficiaries in both government controlled and rebel controlled parts of the province. I supervised the design and implementation of a value chain analysis as a basis for rolling out a large food-security grants program. I managed establishment from scratch of a field office in Golo and of a liaison office in Niyala; developed and implemented the Country security plan in coordination with UNDSS and WFP security officer; closely liaised with the Sudanese government, primarily Humanitarian Aid Committee; worked with UN IOM to register the aid beneficiaries in IDP camps and villages. As a Program Manager I lead a team of 2 international and 75 local staff.
