My responsibilities include high level leadership and management of the country program acting as the most senior staff member for WVI in Turkey; coordinate with NW Syria Area Manager, Syria Head of Operations, and Syria Response Manager on matters of shared interest, particularly around security, the legality of trans border shipment, procurements in and for Syria, managed from Turkey. represent World Vision to external parties, including the Government of Turkey at all levels and members of the international aid community in Turkey; high level donor engagement including coordination with WV support offices. I am in charge of managing the relief portfolio implemented inside Turkey for the Syrian refugees caseload, leading the strategic and budgeting process.

I am responsible for Oxfam GB program in four countries (Zimbabwe, Malawi, Zambia and SAR). My role is to oversee multiple interventions in 4 focus areas: Secure food systems, Governance, Gender justice and Humanitarian. As Program Portfolio Manager I am in charge of program quality, effective partnership building and knowledge leadership in support of pro-poor policy dialogue. Overall budget responsibility: USD 1,250,000. Key achievements: On behalf of Oxfam GB I successfully lead the development of the Country Operating Models for 3 countries; I also ensured adequate funding in support of needy rural communities of Malawi and Zimbabwe as part of relief response to El Nino crisis.

My primary role as Country Director is to lead Oxfam's work supporting Russian authorities and civil society organisations in expert advice and recommendations on issues related to poverty and inequality. This work is centered on domestic issues as well as outside Russian Federation. Specifically, I am overall in charge of managing the program in line with Oxfam's global campaigns Economic Justice, Essential Services and Rights in Crisis. I am responsible for representing Oxfam corporately and managing and influencing significant external relationships. With 13 staff in Moscow and a budget of around £1 million per annum, I plan and manage human and financial resources and processes as well as further program development through proactive fundraising with traditional as well as private sector donors.

Donors: ECHO, DFID, Dutch gov, UNICEF Provide overall leadership in development and implementation of the humanitarian assistance program to 2 million IDPs and other conflict affected population groups. Ensure sustainability of the program through extensive government relations and adherence to the key humanitarian principle of impartiality. With the overall annual budget of USD 8 million and a staff of 25 people, including national and international employees, to contribute to the WASH cluster activities, together with other actors and ensure that clean and safe drinking water is accessed by the needy people in Syria.

Donor: Belgian government As Regional Director I had primary responsibility to set up programs in Georgia Tbilisi Administrated Territory and Abkhazia, Azerbaijan and Armenia; plan and conduct exploration missions to Azerbaijan and Armenia, recruit international and national field staff, organize training and induction of field staff, give leadership and guidance to all national and international staff of operations in the South Caucasus aimed at protection of civilians in armed conflicts. My task was through low-key diplomatic efforts as well as via traditional means to lobby for the conflict transformation towards the reduced violence and less insecurity for the population of the conflict affected areas. This involved a lot of liaison and contacts with primary conflict actors, including state government officials as well as de facto government people.

Donor: SDC Manage the high-level National Dialogue (Track-1) for Kyrgyzstan. Be in charge of high-level advocacy activities with politicians in the central Government and the parliament, as well as on the regional level. I was in charge of developing a positive image of the program and organization among main stakeholders, including the host Government, target population groups, international community, donors and local civil society organizations. This was to be achieved through the development and implementation of a proactive communication strategy with the local mass media in North and south of Kyrgyzstan. I developed and maintained close ties with authorities at all levels and engaged in a dialogue with them to identify the potential sources of social conflict. My responsibility included working with politicians in the Parliament, Office of the President and opposition parties (24 parties) in order to develop suggestions and advice on mitigation of future conflicts (priority – interethnic relations) and resolution of current tensions. My role also was to engage in negotiations and meetings on behalf of International Alert at different levels. Participated in program development via fundraising with EU, DFID, NDI, USAID and SDC and grants application writing. Contributed to the production of IA Kyrgyzstan country strategy

Donor: UNHCR, ABRD My responsibilities included the start-up of a USD 7 million emergency shelter rehabilitation operation by DRC, targeting Uzbek IDPs in South of Kyrgyzstan. This included the setup of all administrative and programmatic procedures. I was in charge of fundraising and program development, staff recruitment (24 people) and teambuilding, registration of the regional representative office, establishing offices in Bishkek and Osh, putting in place procedures related to financial management in line with DRC policy. As Emergency program manager I also contributed to shelter strategy development for mid- to long-term assistance intervention through the UN cluster system.

Donor: Bloomberg Philanthropies As a Regional Director I was in charge of setting up a new operation of IUATLD in CIS. My role was to develop and expand Union's program aimed at lobbying and advocacy towards the governmental agencies in Russia, Azerbaijan, Georgia, Kyrgyzstan in order to ensure implementation of activities in line with Bloomberg Global Initiative. I supervised establishment of the Union’s office in Moscow, daily management of 7 technical and administrative staff as well as 15 seconded staff in other CIS countries. My responsibilities also included selection of grant projects (up to USD 1 million per grant) designed by local NGO partners and in coordination with HQ provision of technical support to them through High-impact Tobacco Control Training Program.

Donors: ECHO, DANIDA, UNHCR, BPRM, Statoil-Hydro Company In collaboration with UNHCR and Government of Azerbaijan I developed and supervised the implementation of the USD 1,5 million program aimed at poverty alleviation and provision of durable solutions to IDPs from Nagorno-Karabakh through income-generation and economic development interventions. I supervised the design and carrying out of the large-scale IDPs needs assessment to form a basis for further activities including micro-financing and small and medium-size enterprise development (SME). I was overall responsible for management of the grant facility in support of SME intervention (I expanded the number of participating local businessmen from 0 to 35). I was also in charge of supervision of non-banking credit institution “Caucasus Credit” (outstanding loan portfolio of USD 500000).

.Donors: ECHO, UNHCR, DANIDA In close collaboration with UN mission in Georgia and UNHCR office in Abkhazia I established from scratch a DRC program in Abkhazia, which formed a consortium with UNHCR and NRC aiming to protect Georgian returnees in Gali region of Abkhazia and IDPs in Mengrelian part of Tbilisi administered territory of Georgia. After setting up 2 offices (recruitment and supervision of 35 staff, putting administrative systems in place) and in coordination with the HQ in Copenhagen I headed the implementation of a community mobilization and development project and a micro-financing project as well as was engaged in fundraising with donors in Tbilisi. I designed and implemented a Poverty Survey to identify entry-level indicators for the micro-lending activities. Later in collaboration with ECHO I supervised implementation of a Shelter survey based on which an emergency shelter rehabilitation project was started. I worked closely with the international NGO community in Abkhazia and with the de facto Ministry of Foreign Affairs. My responsibility included implementation of DRC security plan (area was under UN security phase 4).

Donors: UN WFP, DANIDA I managed all aspects of a $1 million food aid program for the IDPs and other conflict affected population groups in Jebel Mara area of South Darfur province. With the funding and on behalf of UN WFP I supervised the delivery and distribution of relief food rations to 30 000 beneficiaries in both government controlled and rebel controlled parts of the province. I supervised the design and implementation of a value chain analysis as a basis for rolling out a large food-security grants program. I managed establishment from scratch of a field office in Golo and of a liaison office in Niyala; developed and implemented the Country security plan in coordination with UNDSS and WFP security officer; closely liaised with the Sudanese government, primarily Humanitarian Aid Committee; worked with UN IOM to register the aid beneficiaries in IDP camps and villages. As a Program Manager I lead a team of 2 international and 75 local staff.

As head of the DRC Moscow office I was overall in charge of supporting the program office in North Caucasus. My role was to manage 4 staff and ensure good relations with the Russian government (Chechen representative office in Moscow, MFA, Ministry of Justice etc.). Through the balanced fund-raising efforts with donors in Moscow (ECHO, embassies of UK, USA, Canada, Netherlands and Denmark) I facilitated integrated approach to projects implementation. I also liaised extensively with local UN (UNDP, UNHCR, WFP) offices on programmatic matters.

In this role I advised Country Representative on program related matters, coordinated interaction with the government authorities both in Moscow and in North Caucasus. My responsibility was to participate in project design and writing project proposals to donor agencies (SIDA, BPRM). Apart from that I was in charge of coordinating M&E activities and supporting field staff in these matters.

Donors: USAID, CIDA, ECHO, DFID As a Program assistant I was responsible for supporting head of WFP mission in program design and implementation, assisted field offices in project planning, monitoring and evaluation (I developed monitoring guidelines and coordinated food-aid monitoring activities in the field). As program assistant I was assigned to lead food-aid sector coordination mechanism on behalf of UN WFP with major UN relief agencies and international NGOs. Supported design and implementation of the IDP registration survey (for over 150 thousand IDPs).

Donor: WFP My role was to ensure the compliance of WV project in North Caucasus with established administrative rules and practices and to provide administrative and logistics support to WV operations. I liaised with relevant Government officials (Ministry of emergencies, MFA) and was in charge of financial reporting to donors and local government.

My role was to oversee the operations of the network of representative offices abroad. I was in charge of regular reporting on the statistics of the incoming tourism and design of tours for the VIP clients.
