-The Corporate HSE Manager reports directly to the General Director of the company. -Organize and carry out work to create an HSE system in the Company. -Develop and update regulatory documentation on HSE issues, implement and monitor the implementation of established norms and rules. -Develop the HSE Plan of the company and TCO, and procedures for the HSE Risk Register. -Consult Company employees on existing government rules and safety regulations for making changes to individual technological operations, setting up, and purchasing equipment that meets safety regulations. -Interact with the Company’s clients on HSE issues. Examine contracts with clients regarding compliance with HSE requirements by the Company. -Bring to the attention of the heads of the relevant departments and the immediate supervisor about non-compliance with the contract requirements of both the Companies and the client at work sites. Promptly provide reports and information on HSE issues to the Company’s clients with prior approval from the immediate supervisor. -Conduct internal inspections at the workplaces of the Company’s employees, including the production facilities of the Company’s clients. Also, conduct audits of the Company’s contractors for compliance with HSE standards. -Monitor the implementation of the instructions of state supervisory authorities and control over compliance with current safety standards and regulations, labor safety standards, and environmental protection in the production process. -Timely provide a monthly report on HSE statistics for the region to the head office in Almaty and to the TCO Customer. -Provide introductory and repeated briefings, training, and testing of knowledge on labor protection for enterprise employees. -Participate in the review of accidents and the development of measures to prevent them. -Provide the Sales Department with all necessary information on HSE issues when the Company participates in tenders for the performance of work or the supply of goods. -Organize and coordinate work on labor protection at the enterprise, monitor compliance in structural units with legislative and regulatory legal acts on labor protection, carry out preventive work to prevent industrial injuries, occupational and industrial diseases, and measures to create healthy and safe working conditions at the enterprise, providing employees with established benefits and compensation for working conditions. -Organizes the study of working conditions at workplaces, work to measure the parameters of dangerous and harmful production factors, certification and certification of workplaces and production equipment for compliance with labor protection requirements, monitors the timeliness of planned activities. -Prepared a presentation for the Management Strategic Session and presented it to the CEO. -Prepare the HSE Strategy Plan and Execution Performance Plan for implementation. -Closely collaborate with key stakeholders to demonstrate and implement a safety culture in the Company. -Involves actively engaging with leaders and employees at all levels to promote safety as a core value within the organization. It includes establishing clear safety objectives, providing necessary resources and training, conducting regular safety audits and inspections, and continuously improving safety practices based on feedback and lessons learned. -The goal is to create an environment where safety is prioritized, and everyone feels responsible for maintaining a safe workplace. -Participates in the consideration of accidents and the development of measures to prevent them. -Organizes inspections and surveys of the technical condition of buildings, structures, equipment, machines, and mechanisms for compliance with the requirements of regulatory legal acts on labor protection, the effectiveness of ventilation systems, the condition of sanitary devices of sanitary facilities, collective and individual protection of workers, monitors the timeliness their implementation.

-The Head of HSE shall report directly to the General Director at Caspian region. - To arrange and conduct work on the creation of an HSE system in the Company. - To develop and update regulatory documentation regarding HSE, to implement and monitor implementation of the established rules and regulations. - Develop Company and NCOC QHSSE Plan and HSSE Risk Register procedures. - Develop NCOC Contract Management Plan and Company HSSE Execution Plan. - Participating NCOC Contractor Safety Meeting in Karabatan at Samal Camp. - To develop and arrange measures to prevent negative impact on the environment and to prevent industrial injuries. - Supporting all aspects of HSE programs to maintain full compliance with applicable laws and internal/ external business and customer requirements. - Acting as a subject-matter expert on HSE topics and management system procedures to management, operations, employees, and other functional groups. - To exercise control over the Company's compliance with the current environmental legislation, instructions, standards and regulations on environmental protection, to mitigate the harmful impact of production factors on the life and health of employees. - To prepare the required reports on implementation of environmental protection measures. - To monitor working conditions at workplaces, to arrange measurement of parameters of hazardous and harmful production factors, attestation and certification of workplaces and production equipment for compliance with safety and labor protection requirements, to ensure timeliness of the planned activities. - To provide advice to the Company employees on the current state safety rules and standards for the purpose of revision of certain technological operations, adjustment and purchase of equipment that meets safety regulations. - To draw the conclusion about the possibility of changing the HSE system adopted by the Company, about compliance of new equipment, inventory, and production operations with the safety requirements - To give mandatory safety instructions. To admit to work or allow work site visit upon the availability of knowledge assessment certificates. - To conduct safety briefings for recruited employees, for employees, transferred to new production sites, new production equipment, as well as for partners, customers and visitors of the Company. - To conduct special training and targeted briefings for the Company personnel to study safety standards throughout the year - To arrange inspections, tests and technical examination of the state of technical means, equipment, machines and mechanisms, as well as the technology of performing work to determine compliance of their condition with the established norms and rules; to participate in their commissioning. - To analyze the situation / non-compliances in HSE, to assess risks, to develop a plan of corrective actions, to set the deadlines for their implementation and to coordinate their implementation. To inform employees on behalf of the employer about the state of working conditions at the workplace, as well as about the measures taken to protect against hazardous and harmful production factors. - To control fulfillment of the instructions of the state supervision bodies and control over compliance with the current safety standards and regulations, labor safety standards and environmental protection in the production process. - To demand suspension of production operations performed in violation of the safety system at the enterprise. - To develop a set of measures for safety violation identification, to identify violations, to analyze them and to give instructions for their elimination. - To arrange investigation of accidents, to take part in the work of the commission, to create the necessary conditions for investigations, to take part in investigations (draw up diagrams, maps of incidents, conduct interviews, take measurements, prepare extracts from briefing record books, assist the state inspector), to develop prevention measures. - To prepare relevant documents for submission to regulatory authorities, executive bodies of the Republic of Kazakhstan for insured events (if the employee is subject to insurance against accidents at work and occupational diseases). - To represents the Company in consideration of accident cases by state authorities, to provide the required explanations and documentation. - To inform the Company management and employees of the new legislative and regulatory legal acts on occupational health, safety and environment that are being put into effect. To arrange filing of occupational safety documentation; to prepare and submit reports in a timely manner, established by the regulatory legal acts on HSE. - To participate in development, implementation, operation and improvement of the integrated management system in accordance with the requirements of ISO 14001, ISO 45001. - To interact with the Company cutomers on HSE issues. To examine the HSE provisions in the agreements with customers. To inform the relevant departments and the immediate supervisor of non-compliance with the contract requirements both by the Company and by the customer at the work sites. To provide reports and information on HSE issues to the Company customers with the prior approval by the immediate supervisor in accordance with the contract. - To carry out internal inspections at workplaces of the Company employees, including production facilities of the Company customers (onshore, offshore). To conduct audits of the Company contractors for compliance with HSE standards, if necessary. - To provide the Sales Department with all the necessary information on HSE when the Company participates in tenders for work performance and goods supply. - To provide detailed data for budgeting within his/her competence, to receive agreed budget and to monitor its implementation. - To develop, ensure implementation and monitor compliance with instructions, orders, and action plan for fire safety, including drills. To monitor timely execution and updating of fire safety documents. To ensure appointment of employees responsible for fire safety at each Company facility. - To ensure full and reliable familiarization of the Company employees against signature with all applicable regulatory documents and orders concerning HSE, responsible employees and employees involved in the processes with the current documentation. - To ensure functioning of the integrated management system within the framework of the assigned powers. - To carry out implementation of goals and objectives with regard to the integrated management system. - To comply with the occupational safety, industrial sanitation, fire safety and environmental protection rules and regulations.

- Organizes and coordinates work on labor protection at enterprises, monitors compliance with legislative and regulatory acts on labor protection in structural divisions, conducts preventive work to prevent occupational injuries, occupational and industrial diseases, measures to create healthy and safe working conditions at the enterprise , for providing employees with established benefits and compensation for working conditions. - It organizes the research of working conditions at workplaces, the work of measuring hazardous and harmful production factors, the certification and certification of workplaces and production equipment for compliance with labor protection requirements, and controls the timeliness of the planned activities. - Participates in the consideration of accidents and the development of measures to prevent them. - It informs the employees on behalf of the employer about the state of working conditions at the workplace, as well as about measures taken to protect against dangerous and harmful production factors, provides preparation of documents for the payment of compensation for harm caused to the health of workers as a result of an industrial accident or occupational disease. - Organizes inspections, inspections of the technical condition of buildings, structures, equipment, machines and mechanisms for their compliance with the requirements of regulatory legal acts on labor protection, ventilation system performance, the state of sanitary equipment, sanitary facilities, collective and individual protection of workers, controls the timeliness of their conduct. - Participates in the compilation of the section “Labor Protection” of the collective agreement, monitors its implementation, as well as the implementation of the requirements of state supervision and control bodies, and other measures to improve working conditions. - Participates in the coordination of project documentation being developed at the enterprise, in the work of the commissions for the commissioning of completed construction or reconstructed industrial facilities, for the acceptance of equipment, aggregates and other equipment from repair for compliance with the requirements of regulatory legal acts on labor protection. - It provides methodological assistance to the heads of departments of the enterprise in compiling lists of professions and positions, in accordance with which employees must undergo mandatory preliminary and periodic medical examinations, as well as lists of professions and positions, according to which, on the basis of current legislation, workers are provided with compensation and benefits for difficult, harmful or hazardous working conditions when developing and revising labor protection instructions, enterprise safety standards. - Provides introductory and repeated inductions, training and testing of knowledge on labor protection of employees of the enterprise. - It controls the correct spending of funds for the implementation of labor protection measures in the enterprise divisions, analyzes and summarizes the proposals for their spending and prepares justifications for the allocation of funds to the enterprise from the territorial labor protection fund for measures to improve working conditions and labor protection. - It organizes the work of the labor protection cabinet, propaganda and information on labor protection issues at the enterprise using for this purpose an internal radio network, television, wall newspapers, providing the enterprise divisions with rules, norms, instructions, posters and other visual aids for labor protection , as well as providing them with methodological assistance in equipping relevant information stands. - It brings to the attention of employees of the enterprise the new legislative and regulatory legal acts on labor protection that are enacted, organizes the storage of labor protection documentation, compilation of reports in the established forms and in accordance with the deadlines established by regulatory legal acts on labor protection. - Participates in the consideration of letters, applications and complaints of workers on labor protection issues and the preparation of proposals to the employer on them to eliminate the shortcomings and omissions identified during the investigations, as well as to prepare answers to the applicants. - It liaises with medical facilities, research and other organizations on labor protection issues and takes measures to implement their recommendations. - Develop projects of promising and current plans for environmental protection, monitor their implementation. - Monitor compliance with environmental protection rules, the state of the environment in the area of the enterprise. - Supervises the employees of the department.

1) Обеспечение профессиональной и эффективной работы компаний в соответствии с требованиями и стандартами Компании и согласно требованиям и распоряжениям руководства в отношении вопросов техники безопасности, и охраны окружающей среды. 2) Представление заявлений и документации в правительственные органы для получения лицензий и разрешений на различные виды деятельности Компании, требующие получения лицензий и разрешений. 3) Решение вопросов связанных с защитой окружающей среды, технической и пожарной безопасности, решение вопросов, связанных с охраной труда (система мер по обеспечению безопасности жизни и здоровья работников, включающая организационно-технические, правовые, социально-экономические, лечебно-профилактические мероприятия на разных уровнях: от уровня предприятий до государственного уровня). 4) Контроль за соблюдением правил промышленной, экологической, пожарной безопасности и охраны предприятия. 5) Работа с проектами, получение разрешений и одобрений на техническую, нормативную и рекомендательную документацию в уполномоченных органах. 6) Своевременная подготовка и сдача всех видов отчетности, требуемой правительственными органами. 7) Работа с Министерствами и Уполномоченными Органами в сфере защиты окружающей среды, и соблюдения правил технической и пожарной безопасности. 8) Участие в инспекциях рабочих площадок согласно нормам и по официальному запросу различных уполномоченных инстанций. 9) Аттестация сотрудников на соблюдение правил безопасности. 10) Надзор за соблюдением технической и пожарной безопасности на объектах Компании; 11) Работа с территориальными органами надзора (Государственная Техническая Инспекция, СЭС, государственная пожарная инспекция и отдел защиты окружающей среды). 12) Надзор за соблюдением технической и пожарной на объектах Компании при комплектации скважин для бурения и добычи, при строительстве, установке и вводе в эксплуатацию Основной Системы Сбора нефти на промысле. 13) Контроль над состоянием и своевременный ремонт всех пожарных машин, оборудования для тушения пожаров, сигнализационной системы и противопожарных установок. 14) Разработка и совершенствование процедур, рекомендаций и руководств во всех сферах, связанных с защитой здоровья, соблюдением безопасности и защитой окружающей среды. 15) Получение и совершенствование знаний о ТБ. 16) Создание и усовершенствование процедур по ТБ. 17) Обмениваться соответствующей информацией и знаниями с другими отделами, сотрудничать и помогать другим коллегам. 18) Основное местоположение – Алматы с возможными служебными командировками в пределах и за пределы Казахстана. 19) Деловые командировки по требованию руководства в отдаленные районы с трудными природными условиями.

Такие как: ввод оборудования в эксплуатацию, на заседаниях с государственными контролирующими органами, инспекции, происшествии и т.д. o При необходимости следит за безопасностью на любых операциях на месторождениях (операции на станке, погрузка, отгрузка нефти и т.д.) o Учитывая условия работы, инженер по ТБ реализует современные средства обеспечения безопасности; o Собеседование с кандидатами; o Посещение буровых площадок на регулярной основе с инспекцией; o Инженер по ТБ учавствует в соблюдении графика отбора проб воздуха окружающей среды, производственного шума, вибрации, освещения и т.д. o Учавствует в расследовании производственных и происшествий на буровом участке, определяет причины таких инцидентов и анализирует эффективность проводимых профилактических мероприятий; o Готовит и проводит политику и процедуры безопасности в соответствии с правилами политики безопасности компании и процедур РК; o Устанавливает и поддерживает деловых отношений с государственными органами; o Организует и обучает сотрудников в рамках экзаменов технического регулирования безопасности РК. o Проверяет работу подрядчиков, по требованию чтобы удостовериться в их соответствии спецификациям, качеством работы к требованию Технике Безопасности; o Вводит систему наряд допуска к работе; o Проверяет безопасность объекта и оборудования для реагирования на чрезвычайные ситуации.

• Координирует подрядчиков следовать требованиям AGIP-KCO и стандартов РК; • Анализ оценки риска проектов; • Планировать и следовать безопасному выполнение в работах; • Проводит внутренние аудиты по техники безопасности; • Регулярно проводить физические инспекции, обзоры и аудиты систем и методов, реализованных подрядчиками на строительной площадке; • Работать с руководством и менеджером по устранению недостатков; • Поддерживать супервайзера по ТБ и ОТ строительства во всех аспектах безопасности проекта; • Обеспечивает поддержку всех аспектов безопасности подрядчика; • Подготовка отчетов аудита для представления и обеспечить своевременное закрытие из пунктов действий. • Участие и проведение собраний по техники безопасности проекта и с субподрядчиками. • Планирование, и проводить учебный тренировочный занятия согласно графику,уровень1,2; • Незамедлительно доложить обо всех инцидентах, которые могут привести к травмам или повреждению имущества компаний; • Активное участие в расследовании инцидента в том числе предаварийных ситуации; • Координация системы наряд допуска к работе; • Управлять и координировать экстренную группу реагирования; • Обновлять и дополнять правил техники безопасности и стандартных знаний по технике безопасности, на уровне организации и заказчика; • Принимает оперативные методы для планирования, подготовки и контроля безопасности; • Управлять выполнением техники безопасности и проверки соответствия безопасности для деятельности осуществляемой в офисе.
