FGP WPMP Sour Gas Injection Plant ELC Coordinator
The Future Growth Project Well-head Pressure Management Project (FGP WPMP) involves a substantial expansion of the Tengiz oil field's capacity in West-Kazakhstan, specifically the Tengiz Oilfield. This major capital project, supported by International Financial Corporations, including the World Bank Group, has a budget of $45 billion. The implementation adheres to the stringent Environmental and Social Performance standards set by the International Financial Corporations (IFC). The Tengiz Third Sour Gas Injection Plant Project encompasses a wide range of plant facilities, including Module Stacking Areas, Utilities, Sour Gas Compression Islands for Trains 1 and 2, Piperacks, Flares, and the Reception Area. The Cargo Transportation Route (CaTRo) is an integral component of the FGP WPMP major capital project, with a primary focus on the shipping and transportation of oversized modules and equipment from fabrication yards and suppliers in Italy and South Korea to the Tengiz Oilfield. This ambitious endeavor involved the creation of critical infrastructure facilities, including the Prorva Marine Channel, Marine Port, Cargo Offloading Facility, 31km Haul Road, Water Treatment Facility, Sea Water Desalination Plant, and an Operations Accommodation Camp for 2,000 personnel. At its peak, the project boasted a workforce of 15,000 individuals. Key Responsibilities and Achievements: • Provided expert guidance to Project Contractors by meticulously reviewing their aspect-specific environmental management plans and procedures, ensuring compliance with ELC (Environmental, Labor, and Community) Management System requirements as stipulated by their contractual ELC commitments. • Actively contributed to the implementation of ELC awareness programs, processes, requirements, and procedures, effectively steering the project towards meeting its ELC objectives during both the Construction and Operations phases of the Prorva Marine Port, Cargo Transportation Route, and associated infrastructure facilities. Developed CaTRo-specific environmental procedures where necessary. • Played a pivotal role in supporting construction activities, particularly in addressing water demand requirements by identifying and incorporating new water sources. Devised the comprehensive FGP Water Management Strategy. Provided valuable advice regarding topsoil and subsoil strategies, including storage areas, and oversaw the broader reclamation plan. • Orchestrated coordination efforts for cultural heritage management, encompassing the protection of known cultural heritage sites, the facilitation of cultural heritage surveys, and the management of unexpected discoveries. • Liaised with various Base Business departments to ensure that waste minimization and recycling opportunities were exhaustively explored across all waste streams, identifying viable minimization options when applicable. • Participated in Pre Job Review meetings with new Contractors, offering expert guidance for the development of their Environmental Management Systems. Led monthly Environmental Assurance Audits to ensure compliance and best practices. • Served as the primary interface on environmental aspects during audits conducted by external TCO auditors, Lenders' Independent auditors, and state inspectors. Actively contributed to investigations involving incidents and non-conformances, playing a key role in the preparation of related reports, particularly regarding environmental incidents and onshore oil spill releases. • Established and developed a team of ELC professionals to support the project's objectives, fostering the growth and development of each ELC Specialist through bi-annual career development programs.
