• Provide supervision on compliance with legislative and other regulatory norms on HSE within departments. • Ensure that departmental operational plans meet the objectives and targets established by HSE Policies. • Check and sign the permits-to-work (PTW), ensures that all the potential hazards identified, and necessary safety precautions are specified on the PTW. Inspects worksites for compliance with PTW requirements. • Together with department specialists arrange risk assessments to be conducted for the work activities carried out under their control. • Participate in conducting of inspections, technical surveys of the buildings, installations, equipment, machineries, efficiency of the ventilation systems, ablutions, equipment for collective and personal protection. • Take actions to suspend operation of machinery, equipment and work activities when reveal the nonconformities threatening to the workers’ life and health or if they could lead to an accident. • Participate in incident and accident investigations, developing actions to prevent occupational diseases and work-related accidents and improving working conditions. • Participate in developing and revising HSE sections of the instructions and procedures in departments where he is assigned to work. • Arrange and actively participates in the safety meetings held by HSE Dept. and relevant departments where he is assigned to work, as well as Contractors. • Work with departments’ managers to provide support and continuously improve HSE performance, provide methodical guidance through briefings and trainings. • Work with Contractors and Subcontractors to ensure safe work execution at the Company facilities. • Cooperate with safety supervisors/engineers from other departments to synchronize the activities and effective use of resources. • Contribute to increasing safety culture through toolbox talks, safety meetings and training. • Use PPE and ensure their use by other Company’s employees, Contractors and Subcontractors. • Provide recommendations, related to selection, use and maintenance of PPE, working clothing and protective equipment and supervises storing, issuing, washing, and utilizing arrangements. • Report HSE performance in accordance with established forms and submission dates. • Serve as a technical resource for department employees sharing his experience and knowledge and providing feedback. • In case of business necessity drives company vehicles obeying mandatory requirements of traffic rules and road safety procedures. • Supervise executing corrective actions on the findings of incident investigations, internal and external inspections, and audits. • Interact with all organizational levels of Company. • Serve as a Company representative on HSE issues for Contractors and Subcontractors. • Ensure up-to-date information in the emergency response plans for the facilities under his/her area of responsibility. • Participate in emergency drills and exercises held in the departments where he/she is assigned to work, lays out action plans to eliminate revealed deficiencies and learn lessons. • Participate in HSE inspection and audits, carried out by management and state supervisory bodies at Company, Contractors, and Subcontractors facilities. • Participate in periodic work conditions certification of industrial facilities. • Take knowledge test every 3 years to be certified. • Implement other tasks given by Line Manager within own competence.

• Controls compliance with legislative and other regulatory acts on occupational health and safety in the subdivisions of the organization, provision of established benefits and compensations for employees in terms of working conditions. • Studying labor conditions at working places, preparing and submitting proposals for development and implementation of improved protective equipment designs, safety and blocking devices, other protective equipment against impact of hazardous and harmful production factors. • Participates in the development of normative legal acts (procedures, instructions and standards) in the field of safety and labor protection and provides subdivisions of the organization with them. • Participates in inspections, examinations of the technical condition of buildings, structures, equipment, machinery and mechanisms, the efficiency of ventilation systems, the state of sanitary and technical devices, sanitary rooms, means of collective and individual protection of workers, determining their compliance with the requirements of regulatory legal acts on safety and labor protection and in identifying violations that endanger the life and health of workers or may lead to an accident; • Take measures to stop the operation of machinery, equipment and works in the shops, on the sites, at workplaces. • Together with other subdivisions of the organization carries out work on certification and certification of workplaces and production equipment for compliance with safety and labor protection requirements. • Participates in the development of measures to prevent occupational diseases and accidents at work, to improve working conditions and bring them to the requirements stipulated by regulatory acts on safety and labor protection and provides organizational assistance for the implementation of the developed measures. • The Company works to establish a unified procedure (introduction of an automated information system) for recording industrial accidents and occupational diseases. • Supervises the timely performance by the relevant services of the necessary tests and technical inspections of equipment, machinery and mechanisms, compliance with measurement schedules of parameters of hazardous and harmful production factors, compliance with instructions of state supervision and control bodies for compliance with the existing health and safety regulations, procedures and instructions, occupational safety standards in the production process, as well as in projects of new and reconstructed production facilities, and participates in the development of the labor protection system. • Participating in consideration of the issue of compensation by the employer for damage caused to employees by an injury, occupational disease, or other health impairment, related to the performance of their job duties. • Provides methodical assistance to the departments of the company in compiling lists of professions and positions, under which employees must undergo compulsory medical examinations, as well as lists of professions and positions, under which employees are entitled to compensation and benefits for arduous, harmful or hazardous working conditions; in developing and reviewing safety and health instructions, occupational safety standards, and the system of standards on organization and functioning of the occupational health and safety system. • Conducts introductory briefings on occupational health and safety with all new hires, business travelers, students and trainees arriving for on-the-job training or practice. • Participates in the drawing up of the labor protection section of the collective agreement, in the investigation of cases of industrial injuries, occupational and production-related diseases, studies their causes, and analyzes the effectiveness of measures taken to prevent them. • Organizes the certification of production facilities for working conditions. • Control over storage, issue, washing, dry-cleaning, drying, dust removal, degreasing and repair of special clothing, special footwear and other personal protective equipment, the condition of protective equipment and protective devices, as well as proper spending of funds, allocated for occupational safety and health measures, in the subdivisions of the organization. • Draws up reports on occupational safety and health in accordance with the established forms and in due time.

• Supervise the execution of observance of labor safety legislative and other regulatory legal acts. • Study the working conditions on workplaces. • Participate in checking, inspections of technical condition of workshops, used equipment’s, vehicles, effectiveness of ventilation system operation, condition of sanitary-engineering installations, ablutions, personal and collective protective equipment, identification of their conformity with requirements of labor safety regulatory legal acts and at revelation of violations, which invite danger to life and health of employees or may lead to an accident, take measures on stop of work on workplace. • Participate in elaboration of measures on notification of industrial diseases and industrial accident, on improvement of working conditions and conditioning, provided by labor safety regulatory legal acts, as well as render organizational assistance on performance of developed measures. • Control the timeliness of carrying out of necessary tests and engineering certification of condition of equipment, the adherence to schedule of dangerous and harmful production factor, carrying out of orders of government supervision authority and control of compliance with current regulations, labor safety rules and instructions, operational safety standards during production process. • Participate in examination into the compensation for harm by employer, done to employees by injury, industrial disease or other injury to heath, coming from performance of their labor duties. • Participate in investigation of industrial injuries accidents, professional and industrial diseases investigate their causes, analyze the effectiveness of performed measures on their prevention. • Make lists of professions and posts, according to which employees should pass the compulsory preliminary and periodical medical inspections. • Provide the introductory labor safety briefings to all newly employed, sent, pupils and students, who have arrived to industrial training or practice, as well as to provide the necessary briefings, trainings and labor protection awareness tests to all branch employees. • Draw and furnish the set labor safety report as per set forms and within the corresponding. • Control the validity and provide the timeliness of update, certificates and other documents, which confirm the training on safety, labor protection, driving safety, work execution safety.
