To achieve and maintain HSE excellence at Project level and to support and assist in the implementation and maintenance of Company's IMS, complying with ISO 14001, OHSAS 18001, and applicable legal and other requirements. Plan, direct, monitors and review the implementation HSE programs and policies under regional management direction. Analyze HSE targets at Project level, define, develop and ensure conformance to HSE objectives, policies and procedures. Provide HSE leadership at Project Level and act as technical expert and maintain expert knowledge of specific requirements imposed by local governmental agencies and policies and procedures as well as the Employer's specific requirements. Coordinate HSE issues and initiatives for the contractor's construction activities; Ensure support in taking actions in compliance with KATCO HSE policy; Providing assistance to division Director in HSE assessment of Service Providers; Develop recommendations and amendments to secure safety and reliability, mitigate risks during construction activities of contractor's. Support in the assessment of Contractor's facilities and conduct a Safety checks/inspections to ensure HSE requirements and compliance with the RoK Statutory HSE Regulations, Codes and Standards and Company HSE Policy. Provide reports on the result of inspections that objectively reflect safety status and facilities' compliance with Firefighting and Safety Standards, operational capabilities that can be used for KATCO needs and serve as a base for making further decisions. Facilitate implementation of Health and Environmental Protection Policy in order to achieve incident-free operation; Develop recommendations and amendments to secure safety and reliability, mitigate risks, manage and take part in incident investigation committee work, consult on various incident investigation methods. Assist to define the root causes of incident and develop necessary recommendations to eliminate detected issues, consult on classification of incidents

• Supervise HSE Inspectors at assigned Work Area and ensure standards and systems are being fully implemented in line with RoK and project requirements; • On Scene Commander for the site Emergency response team and run many exercises offshore. • Act as liaison and first point of contact for RoK Authorities such as SES, Emergency Situations and Marine Inspection bodies; • Risk analysis and risk management (HAZID, HAZOP, QRA, and Consequence Analysis) • Conduct safety leadership training at workforce level, preparing and delivering course material in line with project and client standards

Activities may include the scheduling of Safety Audits/Inspections on a weekly basis or at a more frequent schedule if determined by audit/inspection results. • Communicating to NCC Project Management and Partners the findings of the weekly HSE Audits/Inspections, and working with NCC Project Management and Partners to resolve any issues identified to correct deficiencies. • Working with NCC Partners to familiarize them-self with the equipment/tools/materials that the Partner brings on to Project to complete the contracted work. • Daily monitoring of the Project work activities to ensure compliance with NCC HSE, Client HSE and Republic of Kazakhstan HSE requirements. • Reviewing the Work Permits on the Project/Site to ensure continued compliance for enhancement of safety for both the work and the workers involved.
